The data reported here are subject to change as states grapple with revenue shortfalls in FY09. Although some of the state reports submitted to Grapevine incorporate rescissions already made to initial FY09 appropriations, it is likely that further cuts late in the 2008-09 fiscal year will be made in other states, resulting in a change not only in the overall national percentage increase from FY08 to FY09, but also in how the states compare in terms of year-to-year changes in state tax support. In addition, administrative holdbacks requiring institutions to keep in reserve or remit a proportion of the appropriated monies—a common occurrence in tough economic times—may impose a de facto decrease in state fiscal support that is not reflected in the appropriations figures reported to date.

 

It is common for appropriations figures to change over the course of the fiscal year as states balance their budgets. But the fiscal situation faced by states today is especially fluid and uncertain. Should substantial changes in tax appropriations for higher education be made by the states over the next months, Grapevine will report an updated picture of FY09 funding in May or June or 2009.
